On September 12th last "ls Majesty's Minister

received a letter from the Ministry of Ports and "OREur 1-

cationo stating that the sixth instalment of principal and

interest of the Hongkong Jovernment Loan Agreement for the

Redemption of the Canton-ankow Railway signed on September

9th, 1908, would be paid by them instead of the three pro-

vinces of Euangtung, Hunan and Pupel and that the Imperial

Bank of China at Shanghai had been instruated to prepare

the necessary funds for transmission to the Treasurer of

Hongkong.

Bubsequently in a second letter dated October 6th

the Ministry of Posts and Communications informed His

Majesty's Minister that for the payment of the sixth

instalment of £123,375 due on October 6th the sum of

£101,562.10 had been transzitted from the Tondon Branch of

the Yokohama fpecie tank to the Imperial Bank of China at

Shanghai and that the latter had been instructed to pur-

chase the balance in sterling at current rate and pay it

over on the due date.

The Governor of "ongkong was accordingly informed

by telegraph of the above arrangement and a despatch has

now been received from his announcing the payment on the

6th ultimo of the instalment dus.

With regard however to the question of payment fir Frederick

Lugard observes as follows:-

"This alteration by telegram of the method of payment

"on the very date of payment has caused some trouble
